Building
Energy Rating
All new dwellings that have been granted planning permission from
1st January 2007 will have to have an official Building
Energy Rating (BER) when constructed, offered for sale
or to rent. This rating is in complicance with the UE's Energy Performance
of Buildings Directive. Each dwelling will be rated by a Sustainable
Energy Ireland registered Assessor and will result in a certificate.
Here at O'Sullivan McGoldrick Property Plus we have recently been
qualified as BER Assessors for New Dwellings with Sustainable Energy
Ireland.
Effective from 1st July 2008, all new buildings other than dwellings
will require a BER and from 1st January 2009, the BER will apply
to all dwellings and other existing buildings when offered for sale
or rent.
The BER certificate
is an energy label for your house similar to that used on electrical
appliances. The BER is expressed in the form of performance bands,
A being the most energy efficient and G the least energy efficient.

Getting your BER:
The BER process is split into two sections
1. Provisional BER
A provisional rating is required if you are selling any dwelling
from plans. The provisional BER label must be provided to the potential
buyer of the property. This label is based on pre-construction plans.
This label lasts for two years from date of issue.
2. Full BER
A full BER must be provided to the buyer on completion of the
dwelling. The BER label is accompanied by an advisory report. This
report contains recommendations on how to improve the energy performance
of your house. This label lasts for ten years from date of issue.
NB. All houses that receive a Provisional BER
are required to be upgraded to a Full BER on completion.
Who pays the cost of the BER Certification?
All costs associated with obtaining a BER are payable by
the builder (including self build / developer (whether an individual,
a local authority or other housing provider) to O'Sullivan McGoldrick
Property Plus.
